When each agency concentrates on one area, another takes a different route and more service and help is offered to those in need. Government role in a crisis Haddow et al (2008, p. 9) states that the government has a major role to play in helping its citizens prepare for crisis like the tsunami crisis. One of the best things the government can do is grant funding that will facilitate smooth running of emergency management services. Paramount in crisis management is education of its citizens, coordination of evacuation procedures and funding for recovery efforts. It is not easy to know the best way to respond to a threat when one does not know the nature of the threat. If a threat is from weather, the citizens need to know all the aspects that are involved and how to respond. Education should aim to educate those who are especially vulnerable. For tsunami, all those on the front shores, coastlines, or are involved in marine life should be well educated as to proper response incase of a crisis. According to Haddow et al (2008, p. 101) The local communities on their part should seek to educate its local population before a crisis hits. They should ensure continuous education and that the local population is well knowledgeable on the crisis that are most likely to affect them and they are able to respond in an effective way incase of a crisis. Practice should be used so that all members of a family, for example, know what to do incase of a crisis. The government should also ensure effective communication before, during and after a crisis. That way, it is able to give warning in time, communicate evacuation routes, assist with information during evacuation and offer necessary services in any aftermath. Some of the services that the government can offer during a crisis proposed by Haddow et al (2008, p. 105) are search and rescue missions, medical services and food provisions to survivors. The role of media in a crisis The media tends to provide information fast. Due to modern technology, the media is able to relay information widely too. During the 2004 tsunami crisis, the local media coverage drew attention to what was happening. Although the tsunami was not expected, media worldwide was able to communicate the disaster and rescue missions were launched. This was one instance where the media really played a crucial role in dispensing information. Sommers et al ( 2006, p. 1) states that media raises awareness and can be challenging to authorities as was seen in the hurricane Katrina disaster. It is argued that sometimes also becomes directly involved in the events as happened in New Orleans during the disaster. However, media can be discriminatory in its coverage. Even as media was creating tremendous awareness on the situation, its response was considered sluggish. In an ironical twist, racism was blamed for the slow response to the disaster by media even as the media blamed the government’s slow response on racism as Sommers pointed out (2006. p. 2). This has been cited as what happened during hurricane Katrina where there was undue focus was on crime happening. Sommers et al ( 2006, p. 7) also argues that media is also prone to exaggerations especially in the heat of the making of a story as was also evident in hurricane Katrina coverage. Public perception during a crisis Public perception in crisis is largely influenced by information that the public receives. This is because in most cases the public is far from firsthand information. If they receive erroneous information from the media or government, they will respond according to that. Sommers (2006, p. 8) found that in the case of hurricane Katrina crisis the emphasis on crime coverage may have greatly discouraged some individuals from rescue efforts and had potential to bias people outside that state. In the age of free media where overload of information seems like the norm, the role of responsible media coverage can not be over emphasized in the formation of healthy public perception. While crisis are hard to deal with, the media can find itself pressured to create scapegoats when the public wants to allocate blame. In the case of 2004 tsunami many reports especially on the Internet tried to blame the victims, global warming, western countries and even God. It can sometimes feel easier to blame victims for what happens to reduce feelings of vulnerability in the general population as Sommers et al noted (2006. p. 9) Post crisis recovery and continuity strategies Post recovery and continuity plan are integral parts of managing a crisis. The process of crisis management is not over until those affected are able to continue with their economic, social and productive life. According to research by Gartner (2001, p. 2) the economic aspect is especially imperative since it accelerates the recovery of businesses and thus peoples lives and their communities. Post crisis recovery strategies need to be in place before the disaster for best effect. It is necessary to set recovery objectives. Gartner cites one of the most important post recovery strategies as recovery of data and critical technology. Loss of information is one of the hindrances to quick recovery. For example, businesses find it important to have human resource information so that it can facilitate services to its employees, for example, as they claim benefits. Another strategy is government funding and dispensation of emergency funds. Finances play a big part in the recovery process especially in rebuilding. Finances also facilitate businesses to begin their functions and rebuilding of communities can begin. It can be hard to anticipate them. Even when they are anticipated, it might not be easy to avoid their impact on communities. There is better preparedness today against crisis but at the same time, there are increasing threats to human wellbeing. While nature continues to threaten human wellbeing with better planning and execution of crisis management much of the effects can be reduced. Human threats like chemical warfare are best avoided and stringent measures put in place to reduce loss.

Evolution of Computer Technology in Last 25 Years The advancement of the computing technology could commonly identify in 6 generations. The physical size of the computers significantly decreased from the first generation vacuum tube computers to third generation computers based on the integrated chip technology. Fourth and fifth generation computer technology increased computer chips efficiency by developing the very large scale integration (VLSI) and ultra large scale integration (ULSI) technology. (Halya, 1999) During the fifth generation computing, the idea of using multiple computer chips to solve the same problem flourished, which was based on the earlier design of parallel computing that was developed during the fourth generation. With the improvement of hardware, increased network bandwidth, and developing more efficient algorithms, massively parallel architectures allowed fifth generation computers to increase the efficiency of computing significantly. (Drako, 1994) This research paper is mainly going to discuss how the comp uter technology evolved from the end of the fifth generation to current day sixth generation computers. The improvement in microprocessor chips technology allowed millions of transistors to be placed on a single integrated chip, which opened the generation of computers based on ultra large scale integration, or ULSI. The 64-bit microprocessor was developed during this time and became the fifth generation chip we mostly use today. Even the older fourth-generation chip architecture concepts like Reduced Instruction Set Computers (RISC) and Complex Instruction Set Computers (CISC) derived the benefit of ULSI technology. During the fourth generation period, microprocessors were commonly classified into RISC or CISC type architectures. The difference between RISC and CISC were very clearly distinguishable. RISC has a very simple set of instructions which required a low number of transistors but needed a higher memory to do a task. CISC has more instructions set available compared to RISC which required more transistors but less memory space. (Hennessy, 1991) Due to the limited computing res ources, each programmer decided the specific chip type to deliver the endstate the application delivery. However, with the advancement of microprocessors, the 64-bit chip now has more transistors and memory address access available for computing. Today, the need of differentiating what used to be two main categories of the microprocessor is almost pointless because of the level of complexity in modern day 64-bit chips for both CISC and RISC. Many new CISC chips behave like RISC with the increased processor clock cycle while the new RISC has increased number of instructions available like CISC (Cole, 2015). Two of the most important hardware techniques used to improve performance during the fourth and fifth generation of computer development have been pipelining and caches. Both techniques rely on using more devices to achieve higher performance. Pipelining might have been available only to some mainframe computers and supercomputers during fourth generation computing; however, the technique became very common within computer architecture during the fifth generation computing which became the baseline for the sixth generation computer which uses decentralized computing process to perform as an artificial intelligence and neural network computing. Pipelining improves the throughput of a machine without changing the basic cycle time and increases performance by exploiting instruction-level parallelism. (Hennessey, 1991) Instruction-level parallelism is available when instructions in a sequence are independent and thus can be executed in parallel by overlapping. Unarguably, the pipelining technology led to faster speeds and better performances but the hardware performance couldnt keep up with the demand of even faster hardware that could facilitate applications that required processing a large amount of data or critical commercial transaction very fast. Addition to advances in pipelining, the advancement in cache memory technology also significantly enhanced performance of how computer access data. By creating a small pool of memory either in the actual processor or very close to it decreased the need of frequent access of data directly from the memory. This technique made cache memories one of the most important ideas in computer architecture. (Uri, 2010) Cache memories substantially improved performance by the use of memory. Cache memories were first used in the third-generation computers from the late 60s and early 70s, both in large machines and minicomputer. From the fourth-generation and on, virtually every microprocessor has included support for a cache. Although large caches can certainly improve performance, total cache size, associativity, and block size all directly impact the performance and have optimal values that depend on the details of a design. (Hennessey, 1991) Just like microprocessor and pipelining, the cache technology improved significantly last two decades. Traditional cache architectures are demand fetch, cache lines are only brought into the cache when they are explicitly required by the process. Prefetching increased the efficiency of this process by anticipating that some memory will be used near future, thus, proactively fetched into the cache. Earlier of prefetching was either done through software or hard ware prefetching. As the complexity of prefetching increases, some more recent research has looked at combining the imprecise future knowledge available to the compiler with the detailed run-time information available to hardware like programmable prefetching engine consisting of a run-ahead table that populates using explicit software instruction. (Srinivasan, 2011) With such advancement in core computer technologies, the ability to process data and store information truly became increasingly decentralized. From cloud to PC over IP technology, cheaper storage, faster processor, and higher bandwidth wide area network allowed the modern day computer to work in collaboration rather than isolation. If from the first generation to the fifth generation focused on improving the efficiency of the hardware to meet demands of software engineers, the current sixth generation is more about how human interacts with the computers to enrich human lives. Computers became smaller while still sufficient to process necessary application by itself or using servers through the internetwork. Everything has become smarter, faster, smaller, and connected. With the improved network and parallel computing, the sixth generation computers definitely getting closer to simulate how the human brain functions. Using basic algorithms, probability and statistic, and economic the ories, new computer technology could simulate human-like decision-making process to improve human lives and help to solve more complex issues. The Door stage 1 preparations In the short story â€Å" The Door â€Å" by author E.B. White, he relates one of the experiments that he conducted to one of his own personal experiences. This was done in a controlled environment, the purpose of this task was to create an alternate reality. An alternate reality is to simulate a substitution of what may be considered reality itself. To achieve this alternate reality this experiment must require an enclosure, in other words a rectangular prism where the walls will be high enough to prevent the rats escape. Not to mention, two other important materials are needed to complete the experiment which include a rat, and food for it. Then the food will be placed behind one of the three contiguous chambers in the enclosure. All three doors will closed yet unlocked, each having a marking of its own on it including a circle, a square and a triangle. Then the rat will be placed inside of the enclosure, thus signifying that the experiment has begun. This experiment will be done several times until an alternate reality is created. To set up this alternate reality it will take three steps. In the first step the rat will be placed in to open area of the enclosure. While the rat is in this enclosure all doors will be open. Then when the rat is hungry the food will be placed behind the door with the circle. Soon after the rat will try and find this food and to do so it will use the process of elimination. Until the rat finally finds the food it has been looking for, which is the food. This part of the stage will be repeated until the rat has figure out that circle equals food. Thus giving it a specific memory that will later on help create this alternate reality. Soon after that stage 2 will begin. Where the rat motor memory will be eliminated so that the rat must relay entirely on its visual image of the circle. The one difference in this stage is that the symbols will be changed after each trail. Un-like stage 1 where the circle was place in the center of the two other doors. Then the rat is placed in the enclosure yet again and the rat finds its self using trail and error. Until the rat starts to realize this process isnt working due to te fact that the symbol keeps being moved.

Solar energy can be used in different ways during the construction of houses in order to conserve energy. Solar energy comes as a gift of nature and this makes it even more economical to use in our buildings. It is not only free but unlike other sources of energy; it also limits the amount of pollution caused to the environment. When building our houses the goal according to David Johnston and Scott Gibson is to create a house that consumes at least fifty-two percent less energy than one built conventionally with a corresponding reduction in the heating and the cooling cost.(Johnston, Gibson 252)This can be done through use of solar panels, solar water systems and photovoltaic. The above all rely on one source: solar energy which comes as a gift of nature. Solar energy can be used to determine different things about our housing,† Solar energy figures out where our houses are to be located, the orientation towards the southern sun, where different rooms are and the size and placement of window overhangs.†(Johnston, Gibson 250)This small factors can determine how heated up our houses are or how easy it will be to cool our houses. “My Last Duchess” by Robert Browning Essay

Robert Browning sets the tone of â€Å"My Last Duchess,† by using three significant poetic techniques, one of which is imagery. Browning uses the Duke’s monologue to sketch out images in the reader’s mind of the Duchess herself, and the sinister personality of the Duke. Browning also uses another key device, which is diction to illustrate the darkness in this poem. Browning’s careful word choice adds to the description of the Duchess and perhaps her disgraceful behavior, as well as the Duke’s terrifying jealousy, and expectations. Finally, Browning also uses symbolism, which is instrumental in showing the Duke’s jealousy, which possibly could have led to the Duchess’ demise. Robert Browning is able to achieve a haunting, mysterious, and eerie tone in â€Å"My Last Duchess,† by using imagery, precise diction, and symbolism. The imagery in â€Å"My Last Duchess,† conveys a clear picture in the reader’s mind of not only of the Duchess, and her portrait, but also the darkness of the Duke’s life. The Duke begins his soliloquy by saying, â€Å"That’s my last duchess painted on the wall, / Looking as if she were alive,† (1-2) already the reader is hit with the image of the late Duchess’ portrait. A mysterious tone lurks as the Duke speaks because the reader now wonders how the Duchess died. As the Duke continues with his speech, he vividly paints a picture of the Duchess. The Duke recounts how the painter, Fra Pandolf compliments her beautiful skin by saying, â€Å"Paint / Must never hope to reproduce the faint /Half-flush that dies along her throat† (17-19). As the Duchess blushes at Pandolf’s kindness, the Duke’s jealousy is building up. As the Duke and his guest make their way downstairs to meet the rest of the company, the Duke says, â€Å"Notice Neptune, though / Taming a sea-horse, thought a rarity† (54-55). The image of Neptune as he tames the sea horse is a perfect example of the Dukes temperamental, and controlling personality. This image reflects his domineering disposition, which adds to the haunting, eerie tone. An eerie and mysterious tone is further enhanced by Browning’s use of diction. Browning’s particular word choice in this dramatic monologue steers the reader to believe that over time the Duchess’ flirtatious nature becomes more difficult for the Duke to handle. As he says to the emissary, â€Å"Sir, ’twas not / Her husband’s presence only, call that spot / Of joy into the  Duchess’ cheek,† (12-14) the Duke begins to explain how she is charmed by anyone, and â€Å"too easily impressed† (24). In addition to being overly impressed by gifts from â€Å"officious fools,† (27) the Duke is especially upset as he says, â€Å"she ranked / My gift of a nine-hundred-years-old name / With anybody’s gift.† By marrying the Duchess the Duke gave her the gift of nobility, and she now holds a higher social rank. He feels that that gift alone should maintain her happiness, and commitment to him. The Duke’s anger, and jealously have now escalated, and the reader begins to question what his madness will carry him to do. Another meticulous selection of words Browning uses is, † Oh, sir, she smiled, no doubt, / Whene’er I passed her; but who passed without / Much the same smile? This grew; I gave commands; / Then all smiles stopped together.† (43-46) The poem has now turned very mysterious, how was the Duchess executed, and who other than the Duke is responsible? Browning is able to make the Duke’s controlling nature apparent through the use of symbolism. The Duke’s need to be dominate and in control at all times is frightening. The portrait of the late Duchess is a symbol to show the Duke’s dominance. The Duchess had slightly rebelled against the Duke, and he questions her fidelity when he says, â€Å"She thanked men, good! But thanked / Somehow I know not how† (31-32). The Duke was distraught that he was unable to control her innocent blushes, or friendly smiles at others. It finally came time for the Duke to take matters into is own hands, he then, â€Å"gave commands,† (45) and â€Å"then all smiles stopped together† (46). The art is a symbol that he is now able to control her every glance and every smile. Not only does he now have complete control over her, his guests are only allowed to see her when he draws a curtain and permits them to. It is exceptionally haunting that the Duke is so obsessed with having the power to control someone. The imagery brought to the reader’s mind as the Duke is entertaining the emissary is chilling. Browning’s comparison between the Duke and Neptune increase the mysterious effect. As the Duke explains that he refuses to allow his next wife to behave the way the late Duchess did, mystery sets in as it makes the reader question if he is capable of committing this crime  again, and how the Duchess was brought to her demise. Browning’s word choice also enhances the mystery and eeriness of the poem. By using diction, the Duke’s controlling personality was described. Finally, Browning uses the Duchess’ portrait as a symbol In conclusion, Robert Browning achieved a haunting, mysterious, and eerie tone through the use of three poetic techniques.
